ALWAYS use a new blade in your razor EVERY TIME you shave your scrotum.
Now - Slowly and gently, stretch and flatten the skin of the scrotum with your free hand and start shaving towards the inner thigh with the other. Make as few repeat strokes as possible and don't press down on the razor. Avoid nicks and cuts as your scrotum will bleed very badly. Rinse your razor's blade clean after each stroke.

To prevent irritation to the newly bare skin after scrotum shaving, limit friction. Wear some loose fitting boxer shorts for a while. Or better yet, do your shaving at night when you can just climb into bed with nothing on.
The stubble from hair growing in is what gets itchy, so shave regularly.
